Richard brings a lot of non-profit board experience to KS&A.  He presently serves as a board member of the Committee of 100, a nonprofit charitable organization dedicated to preserving Spanish Colonial architecture in San Diego’s Balboa Park, and on the Cabrillo National Monument Foundation (CNMF) board, a private non-profit cooperating association that provides support for special projects at the Cabrillo National Monument. 

Richard is also a past board member of the Boys and Girls Foundation, Downtown Lions Club, San Diego Lions Welfare Foundation, Pennisula Community Planning Board, North Bay Redevelopment Project Area Committee, Point Loma Association and Ad Hoc Point Loma Village Committee, of which he served as Chairman.  In addition, he has previously served as a member of the San Diego Bar Association and the Share a Vision Advisory Board of the State Bar of California.

Richard earned a B.A. degree from San Diego State University and attended graduate school at the Graduate School of Business Administration at the University of California, Berkeley, before becoming Industrial and Business Development Manager for the San Diego Chamber of Commerce, where he worked for three years.  During this period, he served on the Mayor’s Committee for Youth Employment, the Community Educational Resources Advisory Committee, American Chamber of Commerce Executives and American Industrial Development Council.

He subsequently earned a Juris Doctor (JD) degree from the University of San Diego Law School, from which he graduated cum laude.  He practiced briefly at a San Diego law firm before forming Williams & Bregante in 1979, and later forming Duke Gerstel Shearer & Bregante in 1982.  He retired from the practice of law in 1998. 

Richard lives in San Diego with his wife, Rosalie, who is also a retired attorney.
